These look like small freckles. Are they red like arterial blood? If so, it's likely stress or strain causing capillaries in your skin to break and bleed into upper dermal layers. I had something similar one my shoulders and around my eyes after an intense workout. It went away after 24-48 hrs. If you find that the spots are getting larger and turning purple, see a doc.
