No medicine helped so far!

This rash appeared out of nowhere about 2 months ago. It is itchy, and the skin hard almost like a rock without any elasticity. The bumps vary in size and redness. I went to Gp and he prescriped antihistamines and steroid cream. My blood tests were perfect. The condition worsened after using prescribed medication so I went to dermatology specialist. She said it is foliculitics and prescribed a bunch of creams. The condition seemed to start to get better but 3 days ago it started appearing on other areas so now i have it all over my legs, arms, armpit and a bit on the neck. Any advices? I have to use the creams few more days but then I will go to dr. Again because this is not helping.
