Anyone know what this could be?

Hi everyone, just hoping someone can help identify this mark. I'm a 31yo woman living in Australia.

I've had this little circular cluster of blister looking lumps of my chest for close to maybe 10 years now and always been self conscious of it. It's about 1.5cm across, and does not usually hurt or itch, but I have to moisturise it otherwise the skin can become dry and fragile and rub off, making the area even more red than in this photo.

I've never had a wound there so its not a scar. The last doctor I saw said it was a "cluster of blood vessels near the surface of the skin" after looking at it for 5 seconds. I guess I'm just not really sold on that diagnosis and was wondering if anyone had seen anything similar?

It definitely looks blister-ish. Get another opinion. Maybe a biopsy would be beneficial. Do you get blisters anywhere else? Your mouth, hands, anywhere? Get a referral to a dermatologist, don't be brushed off, get answers. Best wishes x
