Help!!! what is this!?!?!?!

trying to figure out what this on my skin. it is by my inner leg by my testicles. are these skin tags?!?!? and how to get rid of them. i shave by that area is that why? been here for a year off and on.

They look like pilar cysts which are benign. I wouldn't shave in that area in future, and get some tea tree oil that will help in controlling the spots or bumps.

and put the oil on a band aid or just put it on the spots?

They may also be Fordyce spots which are white bumps such as you have. These are benign also and just apply tea tree oil directly. This is very common and no need for alarm.
