I am not so sure about this being a skin problem. I think it best that you should see your doctor.

I'm not sure what this could be. It might be perioral dermatitis which is a skin complaint mainly found in women. It can cause a red rash on the chin and under the nose which might make the area around the mouth seem paler.
If the lips are sore and inflamed as a result of an allergy, irritation, chapping or dryness, this can also cause the area around the mouth to look pale.
As annieseed says, it might be a good idea to see a doctor if the problem persists.

It may be a melanin deficiency condition : the one I have experience of is vitiligo, which tends to start near 'edges' or joints, and around hair follicles.
Common sites for first appearance are on the face, hands and in the groin or armpits. The skin retains normal appearance and texture apart from the loss of pigmentation, unlike many other causes.
It is an autoimmune response, where the melanocytes are attacked by white blood cells.. It hasn't caused me any trouble beyond needing more care with sun exposure, but I am pale skinned.
