If infected you should be on anti-biotics I would have thought. Also a dressing should be used to keep everything in place and allow the wound to heal.
That is odd, if he said you had an infection, you need antibiotics to get rid of the infection. Are you certain it was that? The dressing for the penis is usually for the first 2 days so it doesn't bleed. After that you take it off and if you needed put new dressing on with vaseline.
Well the description you give is a bit scary ... shapeless glans coz of cuts? When adhesions are formed they don't cut the penis glans, but rather the skins adhesions themselves. Having a crust on your penis glans might be caused by bruising of the head and it trying to form a scab. A scab is the thing that your body makes when you cut yourself or damage your skin and your blood thickens and creates this solid mass that prevents things from getting into the wound. A scab on a penis looks quite different to a scab on other parts of the body ... its like a white/yellowish slimy layer that when dried, resembles more of a scab but it can break and bleed. Better to keep it moist with a gauze with vaseline and allow it to heal like that instead of letting it get solid and it constantly breaking when your glans gets enlarged, causing pain and bleeding from the scab.
Well the gauze with vaseline on it keeps the scab moist so it doesn't dry out, solidify and break, causing pain and making you bleed. Many studies have shown that keeping the scab clean and moist accelerates healing. It is what I did and mine disappeared in about a week. You have to keep it clean however every time I peed or changed the gauze I cleaned it under a stream of camomile tea (helps healing). Remember, keeping it moist doesn't mean wet ... so don't take baths (showers only and not too long).
Having said that, I have not seen your penis nor am I a doctor, if you have visited your doctor, he saw your issue and told you to do or not do specific things I would listen to him. Alternatively, you can get a second opinion from another doctor. All I can say is what I did.
I would suggest taking flucloxacillin 500mg as it’s an anti biotic it’s really good for healing skin sores and infections I had two courses I’m 7 weeks in now and I’m healed up
