Hello, I'm really struggling with all this right now. My question is if the disease has spread to the urethra circumcision cant help with that?

Circumcision cannot of and by itself cure BXO, except where it had only affected the part of the foreskin that was removed.
However, by providing a dry place instead of a damp one, circumcision can discourage BXO from developing further. Also by permanently exposing the area it is easier to apply any ointments that may be needed to cure the problem.
Therefore in any case of BXO it is highly desirable to get circumcised in order to make curative action easier and more effective.
Clearly your circumcision was significantly incomplete.
A properly performed circumcision will ensure that sufficient total skin is removed so that none can roll onto the glans when flaccid.
The recurrence of your LS points to a significant amount of inner mucosa having been left instead of it all being removed.
Remember though that LS also requires some continuing treatment with appropriate creams to kill it off. The circumcision then ensures that it is very unlikely to return as there is no hiding place for it.
