so, the head of my penis has this white tint of color so its kinda white, but i think it isnt smegma cuz it doesnt smell and i cant remove it, i can remove some by wetting the area and scrubing with my fingers. does someone know what this could be??

sounds like it’s dry, you need maybe coconut oil or something that won’t cause irritation get an appointment with your doctor and seek advice
