You need to go and see your doctor who will assess what is the right treatment in your case. It is likely that you will be advised to do stretching exercises on your foreskin while using a prescribed steroid cream. nhs.uk/conditions/phimosis/
Do you experience pain when you try to pull your foreskin back when your penis is soft, hard or both?It is possible that your glans (penis head) and foreskin are still fused together. This is normal in the first years of life, but by your age, the connective tissue fusing the two structures should have disintegrated, making the foreskin totally retractable.
If that is the case, I imagine it would feel like tearing when you try to pull your foreskin back.
The other possibility is phimosis where the foreskin opening has no elasticity and so it can't stretch as it is pulled over the glans.
Whatever the case, take Osidge's advice and see your doctor.

Hey how far can you retract soft and hard? I couldn’t retract my foreskin until I was 14. I stretched mine in a hot bath. I’m have a loose foreskin now

If doesn’t pull back more that 10% of the head, that is a problem, that the cream does not cure. The cream is effective for little boys. I treated creame at the age of 25 (1 year) and after the end of the treatment, it came back for the most part. My absolute phimosis has transformed into relative phimosis. Both are bad for sex. I recommend solving it surgically. It is a fast and efficient solution.

I was unable to pull back until my late twenties.
Only realised I had a problem when having unprotected sex with my future wife. First few times plenty of lube and sliding in was not a problem, skin stayed up then one occasion I pulled back whilst inside. That was painful and took a bit of maneuvering to pull back up.
So, if it causing you pain, go see Doc', if not try stretching and see how you get on. A circ' may be the answer but don't rush in.
