I’m a 16yo and I was pulling my foreskin back because I was told it was something I’m supposed to do. When I pulled it back I noticed some skin was attached to the top and ran along the back side of my glans. I tried looking up information but couldn’t find anything that pertained to my situation. Is my situation normal or should I go to a doctor?

You are describing your frenulum. It's supposed to be there. Under your tongue is another one.
It sounds as if you are describing your frenulum. This is a sort of cord on the under side of the glans (penis head) which joins the glans to the inner layer of the foreskin. Its sole purpose is to _assist_ the foreskin to return to covering the glans as an erection subsides. Unless it has been removed (typically during a circumcision), the frenulum is expected to be there and is totally natural. Only when it is too short and tight to allow the foreskin to be fully retracted (exposing the entire glans and the 'groove' behind it) does it need attention from a doctor.
I was concerned though that you had reached 16 without having been taught to daily fully retract your foreskin to wash under it and remove the waste materials (smegma and stale urine) that collect there and can lead to nasty smells and eventually to serious infections. Do please remember your daily hygiene.
