The foreskin can be pulled back when its inside surface separates from the head of the penis, and the foreskin's opening widens. This process happens naturally in childhood or during puberty and has usually happened by the age of 18.

The general age is mid teens but I was well into my twenties. If you get to 18 and cannot pull back then just try gently easing it back a little at a time to help stretch the foreskin. If it causing you problems you could consult a doc' who may prescribe steroid cream.

Good luck
