You need to contact your local council and request an assessment of needs usually named Adult Learning disability team or just reach out to social services if you believe your daughter is vulnerable
There is no such thing as a general mental capacity assessment so no one will decide whether your daughter does or doesn’t have ‘mental capacity’. For any particular decision the underlying assumption is that people have capacity unless an assessment specific to that decision is carried out and says otherwise. So, for example, it might be assessed that your daughter doesn’t have the capacity to understand a rental agreement on a house but could have the capacity to organise her social life and choose her own friends. If you believe that there is a safeguarding issue with people taking advantage of your daughter, you need to contact the safeguarding team at your local adult social services.
