The authorities using the get out of jail free card( consent and capacity) to there advantage and not put the correct care in place

How the authorities are getting away with getting out of the correct care for vulnerable adults who needs health and social care needs my brother has autism spectrum disorder challengeing behaviour and learning difficulties and they only know serton words and they will say yes or no to serton words because people with autism has no understanding and can't hold a conversation especially with challengeing behaviour and learning difficulties all these are a bad combination because I know some people with just autism can function realy well has I have three more of my relative with autism spectrum disorder they to can have challengeing behaviour and with autism can all so be highly intelligent has we have to relative that are so autism is diagnosed in all different forms so I am not at all classing all autism the same but there are all different levels of autism has I know because it runs in our family and lived with this experience all my life now back to my brother has I say the autism my brother has got with challengeing behaviour and learning difficulties are very complex and like I say he only knows serton words so if you put them in the right order you can get my brother to say yes or no and this is how the authorities are getting away with absolutely unforgivable crime and they are making out is family are all the bad guys by say your family wants to move you out if your flat or your family wants to put you some where you cant have achol and tobacco and radios and your family wants to have you sectioned see my brother understand these words and this is how these authorities are keeping his family members away from him because we are doing to much complaints on how our relative are self-neglecting them selfs but allmthe family wants is the correct care in place for his complex needs and what he is totally and untterly fully entitled to because my brother dose not understand about what he would be entitled to so we has a family are trying to speak up for him to get the correct care for his complex needs whitch is health and social care needs and the authorities are denying to to any legal assessment because they know he will fail the assessment and this is why the keep using this get out of jail free card consent and capacity it is absolutely criminal the way the authorities are using and abuseing these vulnerable adults to there own advantages very unprofessional behaviour and they should all be ashamed of them selfs whitch I have told them and they don't like the truth but this is what is happening behind the scenes and another thing when I make complaints to the police and ombudsman they are ringing these people and because they have a got a title like support workers social workers and even doctors these people are believing them just because of there titles and then will not question there authority but family who know there relative situation who has got more experience and know what there relative needs and wants are will not be listed to because we have not got any titles before our names just relative and that don't count so I don't know way out for thses vulnerable adults I have been down every road you can think of and it all comes back to he has to give consent and has full capacity there get out of jail free card 💙💙💙
