Depends how you look at it. Osteopenia is a range of scores, from almost normal at one end to almost osteoporosis at the other. If your score is -1.0 it will be classed as osteopenia but -0,99 would be normal. At the other end, -2,49 is osteopenia, -2,5 is osteoporosis.

Biphosphonates such as Fosamax slow removal of old bone but also slow formation of new bone, so density increases but of old poor quality bone, getting worse over time as new bone formation is suppressed. Bone should be strong and resilient like wood, not strong and brittle like glass. Long term use makes it hard for you to repair even minor day to day damage, so proceed with caution.

Whilst you may see Fosomax (Alendronic acid, sodium alendronate) as a wonder drug for osteoporosis be aware of the 1000s of lawsuits against Merck, the company!
Numerous side effects have been reported including osteonecrosis of the jaw, atypical femural fractures etc!😱:
