Can you have Sjogrens without an APS diagnosis?
I think you can have Sjogrens without APS. I’m unsure of the percentage of overlap. Sjogrens is no more than lymphocytic infiltrate of endocrine organs - salivary, pancreas, thyroid (likened to Reiters), lacrimal. This can be diagnosed with biopsies without antibodies. I think suspicion for primary APS should be raised in those with positive anti-Ro, negative ANA while suspicion for SLE with APS should be considered in those with anti-La. This is how I understand APS, SLE, SS overlap.

Sjogrens is an autoimmune disease of its it's own, you can have primary APS or primary SS, without the other. It is also common to have both, with one being the primary and the other being secondary. You dont have to have APS to have SS.
