From the range you mentioned, you have gotten the ng/mL values.
Next page emedicine.medscape.com/arti... mentions several possible causes of increased C-peptide but none of them would make sense for a 2 yr old T1.
One thing it might however point to is Chronic kidney disease. How well is your daughter responding to the insulin therapy? In other words, how certain are you your daughter actually has diabetes type 1?
Okay, to help answering the question a couple more specific questions:
-1- Does your daughter have a lot of hypoglycaemias?
-2- IF NOT how much insulin are you giving her?

- 0.5 to 1 UI / kg / day
- if in a remission phase (much) less then 0.5 UI / kg / day
