Yes, your brother will be perfectly safe with her and assuming she is type 1 - became diabetic in her childhood - she will have by now acquired the healthy life style that is best for diabetics and their families as well.

But indeed it may only work if your brother is willing to adopt this healthy life style as well and follow a diet which mostly recommends 3 regular meals per day as well as fruits or other collations several times throughout the day.

However their children will have higher risk of becoming diabetic of type 1 but considering the risk of becoming diabetic type 2 due to modern way of living (snacks, calorie rich foods, junk foods, overweight, lack of exercise aso.) this is negligible.
