Just completed week 4 run 2, going at a slower pace and feels much more manageable now! Am not completing 5k even though I am following the programme, is this normal?

Graduation requirements are that you complete three thirty minute runs, regardless of distance.

I’m on week 5 and rarely get to 5k

You're only on Week 4 - why would you be doing 5k in Week 4?
Despite it's title, the program is time-based - you're asked for jog for x amount of minutes, not miles or kilometres. And the overall objective is to jog 30 minutes, 3 times in Week 9.
