Is it normal that even on level 0 incline that it isn't flat ?
After reading remarks about transitioning to outside after the spring is over (allergies), someone said to put the incline on 1 so it wasn't completely flat, so I took more notice of my running machine and this is it at level 0, should I still up the incline to 1 or do you think this is enough ?

I did C25K on a treadmill 4 years ago and still use one regularly, combined with a LOT of outdoor running, I'd say to *forget* the 1% incline ... it's really only relevant for very fast runners. Seriously, it really doesn't matter.
Thing you'll notice when you start running outdoors is that the ground is (1) harder (pavement or tarmac) and (2) static, i.e., not propelling you along like the treadmill belt does. Setting an incline will make you a bit fitter and your legs a bit stronger but it won't help overcome the difference in feeling between the treadmill & road.
I'd say, just relax, enjoy your running and don't overthink it.
Hi yep venture outdoors now and again if you can. I get hayfever but have to dose myself up before I go out. My niece has a treadmill but says when she goes outside she does find it a little harder as like a comment previously she notices not having the momentum her treadmill gives hers. I used to have one many years ago but felt my legs felt really weird straight afterward using it and did not like the sensation so it got packed away.
