That is a very open question..........
I am sorry, but I don't know whether you are a runner, a current C25ker, or a complete non runner, so the answer will vary depending on which category you fall into, but basically, you train to do it.
Starting as a non runner, doing the C25K programme will build your basic stamina and depending on the fitness that you currently possess, you may or may not run 5k in 30 minutes at graduation.
If you are mid programme and feeling that your current pace is not matching up to the 6 minutes per kilometre required to hit that target, then you are in good company, because around 90% of graduates do not complete 5k in 30 minutes at graduation. Complete the process and graduate, without worrying about pace. Speed does come as strength and technique improve and when you graduate you will be sent a link to this post healthunlocked.com/couchto5... which attempts to point new graduates in the right direction for further training.
With training and dedication I believe that a large proportion of the population could achieve this target. There are no shortcuts and there are no guarantees. Many people never run 5k in 30 minutes and does it really matter? Both of those figures are somewhat arbitrary, so there is not much point getting hung up on them.
Keep running, keep smiling
I looked up a post regarding 5K park-runs in the Glasgow area that I might do once I graduate which hopefully I will on Monday 18th June. One of the interesting stats was that there are many 5K runs in this area, the average completion time for runners is around 28 minutes for those park-runs for people who compete in them. That means that although only 10% of runners who complete C25K can run in just under 30 minutes, by say 3 months of consolidation runs their time should get to that magic under 30 minutes.
