Licence renewal at age 70

Hello all. Three years ago I had emergency open heart surgery, new aortic valve and a repair to my ascending Aorta. Last November 2018 I had to renew my driving licence because of becoming 70yrs, apparently DVLA automatically remove 2 categories B and C I think. I chose to keep these and so had to have a medical, at a cost of £110, this was done in October, that meant the opp in 2016 was mentioned. Now here we are in March 2019 and 4 phone calls to DVLA latter, no Driving licence and now I have just had a letter from DVLA telling me to make an appointment with a named Cardiologist, who happens to be my Cardiologist who has already sent them a report. Now my last review was in December 2018 and a echocardiogram in July 2018, these had a good report. So what's going on? DVLA is paying for the Cardiologist so what a waste of money and my time.
