Looks like you've posted two related issues, so I'll try to tackle both of them together here.
1. Does a positive vaginal swab for chlamydia = chlamydia in the throat?
Your question suggests that you had vaginal intercourse and also fellatio (oral sex) either with the same or different partner around the same time. There is a possibility that both sites could be infected, but the only *certain* way of knowing this is to have your throat swabbed for chlamydia. In any case, a course of antibiotics for chlamydia would be effective at treating the infection at both sites.
2. Should I tell the other partner/s?
Yes, you should. Some men may harbour chlamydia without developing any symptoms, so it's always a good idea to contact as many of your sex partners in the last six months* and advise them to get screened for STDs, including chlamydia.
