I had chlamydia a few weeks ago and was treated and within about 3 days after having treatment I didn't have sex but my partner touched down below, not inside the vagina though, would the treatment still work???

it's hard to say. an infection (it's not a disease, just an infection) can be transmitted even just with saliva, so it's probably best that you both go back and have another test just to be sure. One or both of you may be infected but are just 'carrying' it, so you may not show any signs, but it can still cause complications further down the line if you don't get it treated.

Actually it doesn't mean she is cheating, however it may be that. Chlamydia test are only 95% accurate it could just be the test wasn't right. It happens more often than you think.
