I'm 15 (male) and a ring of flesh (without skin) has appeared right at the tip of my penis and Google hasn't given me a diagnoosis. If anybody knows what this could be please let me know.

Is that on the tip of your foreskin or at the tip of your glans? Do you mean it looks like raw flesh without skin? It sounds like you should visit GUM clinic. They are generally more used to dealing with this sort of thing than your local GP and they are very discrete if that is a concern.
