My foreskin is too tight to even get close to be able to be pulled over the head, does this need to be checked?

I had this but it was corrected when i was a kid. I belive the medical term is phimosis. I would say yes get it checked because you might have trouble with sex.

As you seem quite relaxed about it, I'd take your time to work out if it is a problem for you. In itself, it's not an urgent problem, provided you can wee(!). You will need to take extra care to keep the head of the penis (glans) underneath the foreskin clean... for those who can retract this is easy (just wash all around), if you can't, you need to be a bit more careful (wash around inside...). If you keep it clean then under "normal operation" your penis should be fine. Just keep your eyes out for any pain, swelling, redness, and soreness "in there" - and - I don't know if you know what smegma is(?) - if you get soft-cheesy-like smegma ("smeg") oozing from your penis (it doesn't smell good...) then you've got a problem with cleanliness.
The complication - as @markh57 said - is sex, and when it's hard. You don't say what it's like then, but you're going to have to work out if the skin is "too tight" and whether it's liable for the foreskin under pressure to get torn. I *must* mention that, should the skin get torn during sex, the blood bath that results is [from second-hand accounts] truly horrific - don't panic, wrap it in a towel, but worst case you'll end up in A&E having an emergency circumcision or maybe just being stitched back up (perhaps a bit looser...).
If you've used it for sex already then you've got experience in if it's okay and how much pressure you can put it under. If you haven't used it yet, just please be very careful (as you always should be...) as it may hurt you (to the point of possibly splitting) if you push too hard.

Someone close to me had the same problem but it stopped him from having sex because it hurt. He went to the doctor and they have him a fungal cream, he had to put it on the foreskin and do stretches every morning and night. He had to hold the stretch for about a minute or so and now he’s perfectly fine. He doesn’t do the stretches anymore and it hasn’t gone back to how it was. The cream he used was: daktacort
