To be classed as disabled for the purposes of the charges you need to be a Disabled Driver Badge holder. Your local council is in control of giving these and therein lies another gripe! As for how you register this with the London authorities to be exempt from the charges is something that I hope somebody else tells us.

Now you do not need to be on DLA or PIP to get a badge just show them you need one. However most councils now use PIP Criteria to award them, which is were some/most problems arise. Mainly because the council have no idea what they are doing. I was refused a Disability Bus Pass because " I did not look ill enough?" I responded with a complaint and all my doctors consultants notes etc. plus my PIP and ESA proof (which was ignored on my first application )and was awarded it?

In Warwick they insist that somebody getting enhanced PIP for mobility also have 12 Points in moving around!😣
However, they also make arbitrary decisions about those without PIP etc based on Drs letters etc which they ignore if they are faced with anything different to legs which don't work. They are truly a ridiculous bunch of amatuers, there is no national application of criteria as some councils renew Blue Badges automatically. Somebody with DLA gets it automatically whilst somebody with PIP runs the gauntlet of ignorance. 😡
I am with WCC for my BB too. I had it before I was on PIP I had one issue were they wanted an assessment but it was 3 months after my BB ran out and was over winter. I asked to speak to the person in charge and sent all my Medical letters . It was 2 days later they apologised and said I should not of received the letter at all and my new badge is in the post?
I do agree that the WCC have no idea what they are talking about. They do not understand the criteria of unable to walk more than 20 metres without severe discomfort. Their interpretation is can walk more than 20 metres !

Well well. I think they need investigating. In 2014 they said I needed an assessment afrer having a badge for 16 years! Nithing I said on the phone cut any ice. I had to get a friend to take me to an industrial estate in Coventry. It made me so ill and I was terribly upset when I got there.The assessor was so cross that she gave me the PIP form! Then on renewal in 2017 the same boss refused to renew my badge on PIP grounds because she hadn't read that I have 16 moving about points. I through it back at her covered in hilighter! Honestly I dread renewing as I have anxiety issues as well. How do you make a complaint about them to WCC?
Personally I think London should be the leader in having only electric or solar powered vehicles and transport, the pollution is horrendous and causes more health problems for people because of it, although today the pollution is moderate tomorrow is forecast high.

I intend to change vehcile to the lowest levels of emission when necessary, you save on road tax and insurance I believe. I do only use petrol now.

The euro six standard Diesel engine as a system Add Blue which mixes with the exhaust to convert harmful gasses into harmless gasses. Plus are exempt from the Ultra Low Emission Zone Charges.
We have had 3 diesel cars on Motability, we were told that they were cleaner than petrol because of the catalytic converter etc and were very happy with the fuel consumption etc, then all of a sudden diesel is a dirty word so when we renewed our car last year we changed to petrol. We can't afford hybrid and there's not enough charging points at the minute anyway so I suppose we will have to stick with petrol until we stop buying a car!!
Not all hybrids need plugging in and charging. I have a Toyota Auris hybrid, which uses a mix of battery and petrol and it charges as I drive. It is also motability.
A lot of people have bought diesel just on the MPG but if you do not do a good run regularly it could end up very expensive as you have to change the particulate filter.
