If I'm ever not happy with a doctor's treatment, I go to a different one, in the practice instead. It's not right for him to dismiss your pain and not investigate it further. He's not doing his job properly. xx
I agree with Casper, time for a new doctor.
If they know you have COPD or emphysema they should be giving you priority treatment with anti's and steroids, that is a norm for me any time I get a chest infection. If he doesn't want to help you there and then go straight to the reception and tell them you will wait until you see another Dr and raise your concerns about the first doc with them.
Whatever they want to call it, COPD is an sort of umbrella term for bronchiestasis, emphysema, bronchitis or asthma.
Yes, it probably is and it's his job to do something about it. Doesn't he even listen to your chest? It could well be pleurisy. I would pass on a complaint to the practise manager.

I'd change my GP or ask for a 2nd opinion either at the surgery or go to a private specialist. Lungs are precious things you do not want to mess with. Get it sorted.
