PIP is awarded for how your are effected in respect of mobility and care, rather than the condition itself.
If your COPD affects your mobility and other aspects of your day to day life, then yes.
I have COPD and Bronchiectasis. I get short of breath very easy. I claim PIP for this reason.
Others do too. If you feel your COPD inhibits your standard of living, there's no harm putting in a claim.
I have multi conditions heart and lung with a few other bits and bobs thrown in to help. I have applied and they sent an assessor to my home which maybe means they felt they had to instead of me going to their centres.
They are not overally concerned about the mechanics of the conditions more on how you cope with them in a mobility way and if you require support from A N other?
The other option is ESA which comes in WRAG and Support. WRAG would mean you could work and need to go to regular meetings. Support means you cannot work and do not need to go to regular meeting all of which can be reassesed whenever DWP feel fit? The stupid thing is it seems a lot harder to get PIP but if you do, you can work without penalty. However ESA you can only do work with an approved agency/employer for a few hours a week.
When applying only ever use your worse days and never say "On a good day" use "On a better day"
