It depends on how it makes you feel but the brown's should be fast acting unless you are like me and are allergic to them so to answer your question if you don't feel better almost imitate do you feel worse? If so do you feel like you are having an asthma attack if so use your other inhaler until you can get use of a nebuliser as I had this for 20 years every time I took my brown now I'm officially not allowed the brown due to aniflaxia ( can't breath with it so I can only use my blue ventolin evohaler or the asthma nurse risks a asthma attack right in front of her) been telling them this since I was 10yrs I'm 39 now and refuse to see the asthma nurse as all signs there asthma nurse's put me at risk took me having a lung operation to show how bad the brown inhaler was. So be careful with the brown if it feels like it's not working it might be your allergic to it or you might need a stronger one.
Obviously the answer is it depends as everybody can react in a different ways and there are different brown inhalers.
The brown inhaler I take is clenil and can take a few days for any affect and it will be a week before I get a substantial amount of relief.
The brown inhaler is a steroid so works over time. You may not see an improvement for a couple of weeks or more.
Usually you would also have a bronchidilator inhaler to address occasional wheezing or shortness of breath. But once the steroids kick in there shouldn't be a need to use the bronchidilator much. The usual bronchidilator is Ventolin (Salbutamol) & is blue. This is fast acting but short lived, hence the need to take the brown steroid inhaler regularly to get maximum effect.
