Because they have ignorant doctors. Or doctors who don't want to pay more frequent testing out of the surgery budget.
That said, the nearer you get to your sweet-spot, the more advantage there is in waiting longer to test because there can be subtle - but important - changes during that time.

I wait longer before testing as I like to let things settle and my body get used to the increasing hormones.
Although if I start to feel more hypo sooner I have tested and increased slightly earlier about 10 weeks but this only happened early on when I initially started taking thyroid hormones.
I've titrated very slowly with tiny crumbs of tablets when first prescribed. I'm sensitive to levo as I believe I've been hypothyroid for many years prior. Now I can increase by 12mcg and I get the same brand each time.
