Have you also had your thyroid hormones tested: T4 and T3. Difficult to advise anything without knowing those levels. Such a high TSH would suggest under-medication, but you're on quite a high dose of levo. However, it could be that you're not converting all that T4 to T3. But you can't tell that just by testing the TSH. You need more in-depth testing, I think.
Also, how do you take your thyroid hormone? On an empty stomach at least one hour away from food and coffee, and at least two hours away from other supplements and medications?

Both very common issues when hypothyroid
Is your hypothyroidism autoimmune
What are your most recent TSH, Ft4 and Ft3
Essential to test TPO and TG antibodies at least once
Test vitamin D twice year
Test folate, ferritin and B12 annually
Bloods should be retested 6-8 weeks after each dose change or brand change in levothyroxine
Recommended that all thyroid blood tests early morning, ideally just before 9am, only drink water between waking and test and last dose levothyroxine 24 hours before test
This gives highest TSH, lowest FT4 and most consistent results. (Patient to patient tip)
