I think we need a bit more information to be able to help.
Do you have Hashimoto's (autoimmune thyroid disease confirmed by raised antibodies)?
When did you take your last dose of Levo before these tests? Time of last dose affects FT4 level, ideal time is 24 hours before test to avoid either a false high or false low FT4 result.
Do you take a biotin supplement, a hair/nail supplement or B Complex supplement? Unless these are stopped up to 7 days before testing this can give false results.

You have given the wrong reference range for FT4, is it 12-22 or something different?
If it is 12-22 then those results show your FT4 level to ber 24.1% and 70% through range respectively. A big difference but it does depend on when you took your last dose of Levo each time.
It would be unusual for your TSH to be higher with a higher FT4 result, when FT4 goes higher then TSH tends to go lower.
Am l going into hyperthyroidism
If you have a diagnosis of hypOthyroidism it's a physical impossibility to become hypERthyroid, your thyroid can't regenerate and suddenly start producing excess thyroid hormone. It is possible to be overmedicated but if your FT4 result is within the reference range then this is unlikely; however, it's testing FT3 that tells us if we're overmedicated and that test is rarely done which is why so many of us here do private testing to include TSH, FT4 and FT3.

The bulging eyes could possibly be down to thyroid disease, the cramps, sore muscles and fatigue could be due to low nutrient levels. It would be a good idea to test the following, ask GP but test privately if necessary:
Vit D
B12
Folate
Ferritin
