I have this one and manage to cut a 25mcg T3 tablet into quarters, just needs a light touch when cutting:

That price is stupidly expensive at the moment, it's usually cheaper than that. I got mine from my local pharmacy. You shouldn't have to pay more than about £3 for it.
Other members find a sharp craft knife cuts well, I don't get on with it that way, I find the pill cutter better for me.

I use sharp craft scalpel
I find pill cutter hopeless
Mop up any crumbs with damp finger

I do it by hand, but the tablet I use splits easily.
