Am i allowed to ask if anyone has seen the private endocrinologist in my area ?

To help me decide if i should see him or travel elsewhere.

Do i need to ask for PM's or could it be an open topic ?

We can't discuss individual doctors on the open forum without their permission.

You can name a doctor in your message and ask for feedback by private message and it's then fine to discuss them off forum.

Posts asking for information about individual doctors will have replies turned off so that no information is inadvertently posted on the forum. The message remains visible, just the ability to reply directly on the forum is not available.
