Is it out right banned in some areas not to newly prescribe T3? If so, is there a list that shows where?

Here is the document submitted to Lord O'Shaughnessy, which will tell you all about it. If you want to know specifically what prescribing policy your CCG is operating, you can telephone or email them and ask for the information.
