Don't bother unless you know your hair loss has a genetic component. There is no quick fix for hair loss.
I researched it and unless your hair loss is caused by female pattern baldness, which is often genetic, it is not recommended to use it. In addition it often causes increased hair loss for 4 months. Plus in many cases it doesn't work at all and you have to use it continuously for life.
In your case you have only just come on the forum noticing your thyroid is completely mucked up. The best thing for you is to sort out your thyroid medication plus vitamin and mineral levels. Then it's likely your hair will start growing again.
In other words you are better of spending the money you would spend on regaine on private blood tests, private thyroid medication and good quality vitamin and mineral supplements if the NHS won't give you what you need.
Not sure of your age but did you know there is an age limit for using Regaine?

Extra Strength Foam is intended for men aged 18 to 49 years.
Regaine For Women Solution is intended for women aged 18 to 65 years.

Ive lost a great deal of my hair over the last 2 years , not over estimating maybe as much as a third and I'm only 41 female. The only thing ive found that has helped not having a drainful every shower is using a caffeine based shampoo like plantur or the german one the name escapes me.(leave it on for 2 minutes whilst you wash other bits!) .. Also getting plenty of silica in my actual diet and not from supplements. The easiest form is the stringy stuff in celery so a few sticks of celery a day dunked in guacamole etc you are good to go. Also silica helps protect against osteoporosis etc which all us problem thyroid people could do with especially with our inability to process calcium correctly.
A friend of mine bought it, but when she read the small print on the pack it said " not for people over 65"! No reason given why it wasn't suitable for older users. So she took it back for a refund.
Tve first thing to check is your ferritin level. That is the main cause for hair loss in women. Then move onto look at other things.
I was losing a lot of my hair (my hair is thin but had enough of it), literally could see through to my scalp in areas and was having to fuss and rearrange hair to cover spots. I am hypothyroid and take WP thyroid. About 6 months ago I started reading and researching online and kind of came up with my own regimen which has helped me tremendously. Now, I don't have a medical background and I would consult with a physician but what helped me was the following:
Evening primrose 500 mg twice a day
Biotin 5000 mcg
Biosil drops 5 drops twice per day
In six months the difference in my hair (and nails) is amazing. No more thin spots, and hair barely falls out. I don't know if this will last but I am thrilled and wanted to share.

i am following your protocol too just by chance but it has only been a month and i am quite thin on top...i also take other things too....can you tell me if you saw any difference in that 6mths or if was the same until 6 mths later????..
.i can already tell from the iron or biotin that my nails are strong as bricks in a short time hence they were flaking and breaking off terribly...so that is the first thing i have noticed that has shocked me.....tthus far....praying my hair growth starts since i am thin enough in front for a hair piece but i have no idea how to use one in that area and match up so i am using alot of toppix
from amazon that is hair fibers in blonde and dark blonde that are a life saver or i wouldnt go outsid.....
I've recently investigated Regaine for women. I contacted them to ask more about it and someone did actually call me which I thought was pretty good customer service. I'm taking blood pressure regulating medication and there is a warning on Regaine not to use it if you're taking BP meds. This is because it could increase the effects of the BP meds. (Lower blood pressure even further) So thought I would mention this in case anyone here also has a BP issue. Its quite common with thyroid problems to eventually have BP issues too. I'm trying to get my excess weight off which helps enormously with BP but of course thats a bit of a battle with Hypothyroidism.
as for rogaine...i read alot of hair blog abour hair loss...i have read that you can lose more hair b4 it starts to work and it only works on 50% of people so that is when i decided not to...i cant afford to lose anymore...too thin and harder to camouflage as it is.....
i have really thought about it though in a area that you cant see just to see if i get more hair growth..
