Julietmccoy, TSH 2.28 is in the normal range 0.35-4.00 but TSH >2.0 is a sign that thyroid is beginning to struggle to produce hormone. NHS will not usually diagnose hypothyroidism until TSH is over range ie >4.00.

It could be - although rarely would doctors think so because the guidelines state that a TSH 10+ would be indicative.
