In a word, yes. Do they? In a word, no.

To be fair, though, it is often not the doctor who is to blame, but the laboratory! Lab technicians, it appears, can actually ignore the doctor's request, but I blame the doctors for allowing them to presume to diagnose patients from the blood test results without ever seeing the patient.
