One of the best ways to stop leaks and sagging, it to wear a singlet. Waterproof pants on top is good to. These can be pulled down.

A jock strap is the best solution for me when wearing a Depends or similar product. Its intense pressure seems to hold everything in place. In fact, the only negative is you begin to forget to change regularly.
