That is strange. There are several things that can interfere with the absorption of iron: tumeric definitely does. In addition magnesium, calcium and antacids taken with 2 hours of iron do. I assume you were taking your two doses both at the same time as otherwise you won't get the full effect. Also that you weren't taking them within 24 hours of each other. If none of these apply you may need an iron infusion.

My Ferritin level is always low also (slightly lower than yours) and I am on 2 210mg tabs of FF daily. I spoke to gastro about it (I have had extensive bowel surgery) and he said any stomach issues can prevent your body absorbing iron, as well as being pre/post menopausal. Also, as Sue states, certain supplements, foods etc can make it more difficult for your body to absorb iron.
Have you checked your Vitamin D levels? Low iron and low Vitamin D are correlated. Vitamin D blocks hepcidin, hepcidin blocks iron absorption. Vitamin D helps me keep my ferritin levels up.
I also had issues with Ferrous Fumerate. My go to is Liquid Ferrous sulfate, but it is a pain do deal with. I keep it in the refrigerator. My second go to is Ferrous Bisglysinate. I get tests every 4-6 months and I can confirm these two work.
Good Luck.
