I think Tylenol is not indicated for RLS, in fact, it is contra-indicated.
Switch to codeine and see if that helps. Codeine is an opioid, and they definitely help with RLS, and are definitely indicated.
I'll try to find a reference for you.

What steps should you try first?
Treat underlying causes. Your doctor should check you for iron deficiency, kidney failure, diabetes, Parkinson's disease, and rheumatoid arthritis. "Iron levels are universally low in RLS," Walters says. Our medical consultants say that all patients with low iron levels—below 50 ng/mL as measured by your ferritin levels, an indirect way of measuring the iron levels in your blood—should receive supplemental iron therapy.
Review your medications. Drugs that can cause or worsen RLS include beta-blockers, calcium-channel blockers, cold and allergy medicines containing antihistamines, sleep medications or diphenhydramine (such as Tylenol PM, Benadryl, and generics), antidepressants, antinausea medicines, and antipsychotics"

I disagree about the ferritin levels, ideally they will be 100 or more.
I used to have terrible migraines and when I took opioids for pain relief I discovered that it helped my rls. I don’t know about Tylenol causing symptoms but I know the otc sleep aids can be a problem.
15 mg of codeine is too weak for most people. It could be the amphetamine that is the culprit. Get some plain codeine prescribed from your doc and up the dose to 60mg. Iwarn you that all pain killers only work for a time and then you go to another. Its a slippery road.
I've tried a litany of drugs over 9 miserable years and nothing helped. I finally bought a Relaxis pad and to my
surprise it worked. I have no pain, take no drugs and only need to use the pad every week or two. It's worth a try. Good luck!!
