My 2 years old boy is shivering without temperature is this normal?
No!
Unless he's been sitting in a very cold to freezing room for a couple of hours it's not normal.

A very low temp can be just as dangerous anything lower than 35° they can get hypothermia. .. my son was poorly and had a very low temp but for some weird reason giving him calpol his temp was normal. ...shivering is a way of trying to conserve heat. ... I'd give him some calpol and take him to a&e if hos temp is low
I would ring nhs direct 111 they can give u advice and tell u if they think he needs to be seen
How about calling NHS direct for some advice or an on-call doctor, just doesn't sound quite right.
The other thing I say is be very careful with thermometers...I don't want to scare you but my friends toddler was not well and she took him temperature at home and was normal, however he was in fact in the 40's! Another ended up in an Ambulance to A&E after a febrile fit which is one of my biggest worries.
Where are you taking his temperature? Have you taken his temperature when he is 'normal' to see what it is?
Trust your instinct, does he feel hot as you say he is sweating? If you strip him down what happens? Does he have any allergies? Any rashes on his body? Appetite today? Going to the toilet ok?
I am not a human nurse/doc but these are the questions I feel I need to ask as I am a medical professional
