Hello. There are many reasons for headaches so I think you should see and doctor. Do you have any other symptoms? Where is your headache?
If that headache has been persistent you need to see medics urgently.
You would have been told, when diagnosed with PMR, the symptoms of GCA.
I suggest a visit to A&E.

If it is your neck an experienced physiotherapist should be able to help you. Certainly pred would not be the right treatment for cervical arthritis or tense neck muscles, or similar issues. Have you had your neck x-rayed?
If your GP has examined you and thinks it is a disc in your neck are they sending you for x-rays to confirm this?
If the cause of the headache isn't PMR , then a NSAID or paracetamol , rest and warmth on the neck may help .
I would try some other treatments for non PMR pain , see if you see a return of more familiar PMR pain or feel you are definitely having a flare , and consult the doctor again before you increase the dose , just in case steroids are not the best course for you again.
If the headache isn't from PMR or GCA, and your doctor's have done the diagnostic procedures that validate their initial impression that the pain is from your neck, then physiotherapy might we'll be the next course of action. I had lots of neck/head pain with restricted range of motion well before PMR. Botox cured my symptoms. My x-rays are still awful but no pain.
On what grounds does he say it is not GCA? Where is it?
