If you are supervising a learner driver, then you need to be as alert and capable as you would be if you were actually driving. So no, If you can't drive yourself, I wouldn't think that legally you would qualify to be sitting by hubby. If it were me, I'd probably do it though, as long as I thought hubby was well enough along with his learning to not need me to monitor him closely.

The whole point of supervising a learner driver is that you are in a position to intervene if things go wrong. This could include taking over driving. If you are unfit as a result of taking prescription drugs then this is an offence.
Please do not take the chance. The worse case scenario is that you don't appreciate a hazard and an accident occurs. You could also lose your license. It is not worth it.
