Many people have reported that they tested negative for antibodies after taken the vaccine. I paid out of pocket to be tested at Quest lab and they used the following --COVID-19 Antibody Test (SARS-CoV-2 AB IgG), Semi-Quantitative. My result was positive (11.33 index ). Is this test the standard for Covid 19-antibody or are there other tests being used by other labs?

If not, you indeed had antibody production to vaccine. Here is some published results for your reference:
"..among BNT162b2 (Pfizer vaccine) recipients, IgG positivity was high (>70%) from 3 weeks after the first dose, even higher (>96%) 3 weeks after the second dose, and remained above 92% until the end of the study,” reported Denis Sauré, Universidad de Chile, Santiago, Chile."
I haven't came across any studies testing recipients of moderna vaccine. However, given the almost identical mechanism between the 2, I would say the results probably aren't very different.
Another antibody test (measures Spike protein antibody) is the one researched and tested at academic institutions for vaccine-induced antibodies. But the assay isn't available everywhere.
There was a recent study done at UPMC in Pittsburgh that tested immunocompromised people called CoVICS. They are currently testing the booster shots as well. Here's the link:

That sounds like what you took. I did the one at Labcorp, test SARS-CoV-2 Semi-Quantitative Total Antibody #164090. I believe both test antibodies against the IgG RBD spike protein. However, my understanding is that you would have these antibodies from the vaccine or an infection with this test.
The article mentions that they used the Beckman Coulter system to analyze. Beckman's website has some good videos that explain the different types of antibodies. Labcorp's website also has some videos.
