You can try contacting the area agency on aging and disability services in your county as they would be able to provide information/resources on how your sister may be able to receive compensation by being your caregiver, you can search by your zip code here for your local office, eldercare.gov/Eldercare.NET.... I hope they are able to help.

I just did this. I just got my sister to be my home care provider.
I did two applications to better my application moving up the pile to be processed. I'm in IL. For me it took 2yrs to get mine approved because as you know IL had no budget.
I went through DHS (department of Human services) and I have a care coordinator through my insurance and she put in an application I have Medicaid as well.
Does your state have a dept of aging? If so they maybe able to help you as well.

I would also contact your local chapter of AARP. They have or are trying to introduce a bill in Congress to get family caregivers pay.
