Just wondering if it is something to do with the shoes you are wearing outside as that seems to be the only thing that would differ between walking in the house and walking outside?

In house walking on level ground. Outside walking on ground that carries an element of unpredictability and is not level. Suspect that you are putting too much control in walking and thus developing possible stiff ankles.

Need to practice relaxing your foot as you place it and lift it. You probably need to look at your posture and where you are placing the centre of gravity when you walk. Is the weight on big toes or is the weight on outside edge of foot. You need to investigate and see what are the effects of making changes.

Hope this helps.
