Dry skin help

I have mature sensitive skin, also dry itchy patches.

My doctor gave me epiderm cream and cetaphil.

These are OK for my hands, but not for my face, 

When I have makeup on the cetaphil does not remove it all, and also leaves a greasy film on my eyes.

Can anyone recommend what I can use on face please
