Tight Foreskin

I was 13 or 14 when I could not retract my foreskin back over the head of my penis not knowing what to do about. I was in my Fifties and I talked to my doctor about it and I had a circumcision done and now 64 it has started again don't know what to do

It sounds like the circ you had done in your fifties achieved its aim! Don't bother trying to get it over your "head", no need.

A circumcision removes the foreskin altogether so it isn’t supposed to go back over your penis head. Can you explain what has started again?

When I had my circumcision done the foreskin still covered the head and if I masturbated the foreskin would not retract

sounds like you only had a partial circumcision done first time you might need to get it fully removed. It does sound painful and not a nice thing to be going through for a second time. Get your doctor to have another look, sounds to me that they never removed enough foreskin first time around but if it’s causing you pain and discomfort always seek medical advice.
