Yes, I have heard of this type of circumcision. It is also called a sleeve resection. I think it is a great idea in that you retain the original foreskin and it's sensitivity. At the same time you are exposing the glans and gaining the benefits of a high and tight circumcision. There are pictures on the internet of the results.

I had the procedure 2 weeks ago and I swear it looks like the flaccid length has shrunk by 1 inch as well as erect length, should I be worried about this...

there’s a doctor in California with pics of before and after. It makes sense to me nothing on the end of the penis is cut, stitched, lasered or stapled; just the shaft skin by the base. All the inner foreskin and the shaft will gradually become less sensitive, like going barefoot to use an analogy.

cutting anything on end of penis is asking for trouble IMO, cutting at the proximal end is safest route, if something goes wrong you can get a skin graft done....by the way, at my age my glans has almost no sensitivity even with the overlying foreskin

well they pull the foreskin wayyyyyy back and remove skin from the base of the shaft so you actually don’t lose any foreskin. The skin sleeve is removed at the base of the shaft and that’s where the stitches and scar is.
